Rachel is the founder and owner of Community Employment Network and of Community Behavior Services, where she is also the Clinical Director. Rachel works with individuals and families as a Benefits Planner and Behavior Analyst, and works with staff, community partners, and aspiring graduate students accruing fieldwork experience in behavior analysis and educational psychology to build skills that increase relationship satisfaction, opportunities, and self-direction for individuals with disabilities.

Rachel has over 20 years of experience working with individuals with disabilities building employment-related skills in a variety of settings including special education, in home- and community-based services, higher education, and clinical settings.

Rachel enjoys problem-solving and expanding system capacity and access to services for teens and adults in partnership with other agencies and organizations. After seeing one client’s need and desire for work, and working with them to navigate the resources, waitlists, and factured information available at the time, Rachel understood the importance of accurate, timely information in employment-related decision making.

Rachel started Community Employment Network and joined as an ADEN member in 2019 to expand access to benefits counseling and provide individuals and families with reliable information about the impact of work and work incentives through the Ticket to Work Program.  

Rachel holds a Bachelor of Arts degree in International Relations and a Master of Science in Behavior Analysis. Rachel is a Certified Work Incentives Practitioner through Cornell University. 

 

Employment Network Director

Amira Jabai, B.S., WIP-C

Amira joined Community Employment Resources in 2022 and brings over 10 years of experience in the human services field, including serving those with disabilities. 

She holds a bachelor’s degree in psychology and is a Certified Work Incentives Practitioner. Amira has extensive experience supporting individuals and families through person-centered services, benefits education, and coordinated care in community-based programs and in home services. Amira has worked at many levels of this field, from direct support care to program management.

Amira is passionate about advocacy, ethical service delivery, and building systems that allow people and programs to succeed. Her experience extends to include meaningful work in child advocacy and family-focused support.
